Parliament sits for 3 of your turns. After each of your moves the house votes: usually applause worth 8 seconds, sometimes a motion that marches a random pawn of yours forward, occasionally a filibuster where nothing happens at all.
You draft Democracy in Buff mode. Passive: it works on its own the whole time you hold it, with nothing to activate.
As a tempo card, it buys time: an extra move, a skip, or a freeze.
